Yes. However, I can only design Wordpress.org blogs. If your blog is in this following format : "name.wordpress.com" then Wordpress does not allow the installation of custom templates. If you have a self-hosted Wordpress.org blog then, yes, I will be able to provide you with a custom blog design. A simple way to put this is if you had to download Wordpress software to your computer then I can make a custom theme for you and if you don't have Wordpress software downloaded to your computer and you just use their web browser to make posts and such then I can't make a custom theme for you.

A good way to check if you have a wordpress.org blog is to see if are able to upload a custom theme. Follow the steps detailed here under the section labeled "Upload A Theme You Have Already Downloaded" and if you can successfully perform all the steps then you have a wordpress.org blog and if you can't then you probably don't have a wordpress.org blog.
